The Town of Halton Hills’ concluded short-term-rental consultation defines an STR generally as a room, residential unit, or accessory building rented for 2 to 30 days. It says the Town would explore updating Comprehensive Zoning By-law 2010-0050 because the current by-law only addresses bed-and-breakfast establishments. Published material does not identify an adopted STR zoning amendment, registration program, licensing program, or operating standards. Accordingly, the status of an ordinary 2–30-day STR is unresolved; it must not be presented as a generally permitted use.
The Town’s current zoning material says a use is allowed only when it is listed as permitted in the applicable zone and its standards are met. The by-law defines a bed and breakfast as a single-detached dwelling with no more than three guest rooms rented to the travelling public, while the consultation says the by-law does not address STRs as such. A proposed use not permitted by the applicable zone is prohibited. Do not infer permission for an entire home, room, or accessory-building rental from residential zoning or from the consultation.
Accommodation Services rules apply to the Town’s defined categories, including hotels, motels, bed and breakfasts, and recreational trailer camps; they do not establish a route for an ordinary STR. For those categories, Schedule H requires at least $2 million in commercial general-liability insurance plus fire, Halton Region health, zoning, and Town inspection or approval steps. Before marketing or accepting bookings, request a Zoning Compliance Memo or other written Town confirmation for the exact address and operating model, then confirm any applicable building, fire, health, licence, and other approvals.
